(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業(yè)在政府采購中的份額，扶持中小企業(yè)政策：本項目專門面向中小企業(yè)采購，評審時小微企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠。（2）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；

(b)Qualification requirements to be met to implement government procurement policies: （1）Implementing quota measures to increase the share of small and medium-sized enterprises (SMEs) in government procurement; supporting SMEs policy: this project is exclusively targeted at SMEs, no price discount preference will be given to SME products during evaluation.
（2）Supporting prison enterprises and welfare units for people with disabilities, treating them as equivalent to small and micro-enterprises;

(c)本項目的特定資格要求：3.1 本項目面向中小企業(yè)（含中型、小型、微型企業(yè)）采購；
3.2 未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單
3.3 本項目不接受聯(lián)合體形式投標。
3.4 供應商單位負責人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一標段投標或者未劃分標段的同一招標項目投標。為采購項目提供整體設計、規(guī)范編制或者項目管理、監(jiān)理、檢測等服務的供應商，不得再參加該采購項目的其他采購活動。

(c)Specific qualification requirements for this program: 3.1 This project is open to small and medium-sized enterprises (including medium, small and micro enterprises).
3.2 Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
3.3 This project does not accept Joint Bids.
3.4 If the unit leader is the same person or if there is a direct controlling or management relationship between different suppliers, they shall not participate in government procurement activities under the same contract;Suppliers who provide overall design, specification preparation, project management, supervision, testing and other services for procurement projects shall not participate in other procurement activities of the procurement project.
