（一）在中介集市報(bào)名前3個(gè)月內(nèi)存在1次記入一般不良誠(chéng)信檔案行為的；

（二）在中介集市報(bào)名前1年內(nèi)存在2次記入一般不良誠(chéng)信檔案行為的；

（三）在中介集市報(bào)名前2年內(nèi)存在1次記入嚴(yán)重不良誠(chéng)信檔案行為的；

（四）在中介集市報(bào)名后中介服務(wù)合同簽訂前，存在記入一般或者嚴(yán)重不良誠(chéng)信檔案行為的

I. One recorded minor bad credit behavior within 3 months before registration in the intermediary market.

II. Two recorded minor bad credit behaviors within 1 year before registration in the intermediary market.

III. One recorded serious bad credit behavior within 2 years before registration in the intermediary market.

IV. Any recorded general or serious bad credit behavior between the registration in the intermediary market and before the signing of the intermediary service contract.

（一）參與同一項(xiàng)目采購(gòu)的不同中介服務(wù)機(jī)構(gòu)法定代表人或?qū)嶋H控制人為同一人的；

（二）中介服務(wù)機(jī)構(gòu)的法定代表人或?qū)嶋H控制人和委托人單位法定代表人或者項(xiàng)目負(fù)責(zé)人有配偶、直系血親（含擬制血親）、三代以?xún)?nèi)旁系血親或者近姻親關(guān)系的；

（三）其他應(yīng)當(dāng)回避的情形；

II. The legal representative or actual controller of the intermediary service agency has a marital, direct blood (including presumed blood), collateral blood within three generations, or close in-law relationship with the legal representative or project leader of the entrusting unit.
