二、項(xiàng)目概況與招標(biāo)范圍 Project Overview and Tendering Scope

2.1 項(xiàng)目概況 Project Profile

東非原油外輸管道EPC項(xiàng)目起點(diǎn)于烏干達(dá)Tilenga CPF（聯(lián)絡(luò)線起點(diǎn)），止于坦桑尼亞 Tanga港，總長(zhǎng)1539km，其中：干線1443km，聯(lián)絡(luò)線96km。烏干達(dá)境內(nèi)392km， 坦桑尼亞境內(nèi)1147km；全線泵站6座，減壓站2座，閥室82座，電伴熱站20座（與閥室合建17座，單獨(dú)建設(shè)3座）。該項(xiàng)目業(yè)主為道達(dá)爾勘探開發(fā)公司（上游，聯(lián)絡(luò)線部分）與道達(dá)爾東非中游公司。計(jì)劃工期為27個(gè)月。

East African Crude Oil Pipeline EPC Project starts from Tilenga CPF, Uganda (starting point of contact line) and ends at Tanga Port, Tanzania, with a total length of 1,539km, including 1,443km trunk line and 96km connection line. 392km in Uganda and 1147km in Tanzania; There are 6 pump stations, 2 decompression stations, 82 valve rooms and 20 electric tracing stations (17 jointly built with valve rooms and 3 separately built). The project is owned by Total E P (upstream, link line) and Total East Non-Midstream. The planned construction period is 27 months.

三、投標(biāo)人資格要求 Bidder qualification requirement

3.1 本次招標(biāo) 不接受 聯(lián)合體投標(biāo)。

Bids from joint venture are not accepted.

3.2 投標(biāo)人須具有獨(dú)立法人資格，在法律和財(cái)務(wù)上獨(dú)立、合法運(yùn)作并獨(dú)立于招標(biāo)人（招標(biāo)代理機(jī)構(gòu)）的制造商。

3.2 The bidder must have independent legal personality, legally and financially independent of the manufacturer that operates legally and independently of the tenderer (tendering agency).

3.3 投標(biāo)人需有相應(yīng)供貨業(yè)績(jī)合同，不限數(shù)量，業(yè)績(jī)表中產(chǎn)品的性能、技術(shù)參數(shù)應(yīng)能適用或接近數(shù)據(jù)單中規(guī)定的工況條件。業(yè)績(jī)表應(yīng)包括工程名稱、產(chǎn)品規(guī)格型號(hào)及主要技術(shù)參數(shù)、供貨數(shù)量、使用地點(diǎn)、簽訂合同時(shí)間、有效業(yè)績(jī)合同及合同發(fā)票復(fù)印件（提供的合同復(fù)印件至少應(yīng)包括：封頁(yè)；簽字蓋章頁(yè)；合同中包含買方名稱、物資名稱、規(guī)格型號(hào)及技術(shù)參數(shù)、供貨數(shù)量、簽訂時(shí)間的關(guān)鍵頁(yè)；合同發(fā)票復(fù)印件至少應(yīng)包括與合同對(duì)應(yīng)的1張發(fā)票）。

3.4 投標(biāo)人提供ISO相關(guān)體系認(rèn)證（有效ISO9001、45001、18001）及相關(guān)企業(yè)資質(zhì)（包括但不限于營(yíng)業(yè)執(zhí)照或注冊(cè)證書等）, 具有與本招標(biāo)項(xiàng)目相應(yīng)的供貨能力，投標(biāo)人需在投標(biāo)文件中如實(shí)寫明中標(biāo)后該批貨物的生產(chǎn)品牌，生產(chǎn)地址，如生產(chǎn)、制造加工基地；

3.6 投標(biāo)人未被中國(guó)石油天然氣集團(tuán)有限公司/中國(guó)石油管道局工程有限公司列入黑名單、暫停或取消投標(biāo)資格或交易權(quán)限。投標(biāo)人近三年在中國(guó)石油天然氣集團(tuán)有限公司/中國(guó)石油管道局工程有限公司所屬項(xiàng)目中無(wú)重大質(zhì)量事故、安全事故，且與CPP無(wú)法律糾紛，需提供承諾函。如制造商為中石油庫(kù)內(nèi)供應(yīng)商，能源一號(hào)網(wǎng)入網(wǎng)狀態(tài)應(yīng)為：“正常”（針對(duì)入網(wǎng)企業(yè)）。

3.6 The bidder has not been blacklisted, suspended or canceled by China National Petroleum Corporation/China Petroleum Pipeline Engineering Co., Ltd. The bidder must have no major quality or safety incidents in projects under China National Petroleum Corporation (CNPC) or China Petroleum Pipeline Engineering Co., Ltd. (CPP) over the past three years and no legal disputes with CPP. A commitment letter is required. If the manufacturer is a CNPC in-house supplier, the status on Energy One Network must be "Normal" (for listed enterprises).

3.7財(cái)務(wù)要求：
