(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，支持中小企業發展：本項目是專門面向中小企業采購。（2）扶持監獄企業、殘疾人福利性單位，并將其視同小微型企業；（3）優先采購節能環保產品政策：在技術、服務等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節能環保產品品目清單中的產品實行優先采購；對節能產品品目清單中以“★”標注的產品，實行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書方能享受優先采購或強制采購政策。(4）購買國貨政策：本項目不接受進口產品。

(b)Qualification requirements to be met to implement government procurement policies: (1) This project is specifically aimed at the procurement of small and medium-sized enterprises.2) Support prison enterprises and welfare institutions for the disabled, treating them as small and micro enterprises. (3) Policy of preferential procurement of energy-saving and environmental protection products (4) This project does not accept imported products.

(c)本項目的特定資格要求：（1）具有建設部頒發的中華人民共和國住房和城鄉建設部頒發的施工專業承包輸變電工程三級及其以上資質，并在人員、設備、財務等方面具有相應的施工能力；
（2）具有有效的安全生產許可證；
（3）投標人須具有有效的承裝(修、試)電力設施許可證資質。投標人在****之前取得資質的，未完成換證工作且在有效期內的，許可類別及等級須為:承裝、承修承試肆級(或以上);在****之后取得資質的,許可類別及等級須為:承裝、承修、承試叁級(或以上)資質。
注:****起實施新版《承裝(修、試)電力設施許可證管理辦法》(國家發展改革委2025年30號令)。
（4）項目負責人必為投標人本單位的工作人員，持有中華人民共和國住房和城鄉建設部頒發的中華人民共和國二級建造師執業資格證書，注冊專業須為機電工程。

(c)Specific qualification requirements for this program: (1) Possess the construction professional contracting qualification of power transmission and transformation project of the third level or above issued by the Ministry of Housing and UrbanRural Development of the People's Republic of China, and have the corresponding construction capacity in terms of personnel, equipment and finance. (2) Possess a valid Work Safety. (3) The bidder must have a valid Power Facility Installation (Repair, Test) License. (4) The project manager must be a staff member of the bid and hold a qualification certificate of China's second-level constructor issued by the Ministry of Housing and Urban-Rural Development of the People's Republic of China, and the major must be mechanical and electrical engineering.

(i)符合《中華人民共和國政府采購法》第二十二條的規定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網（www.ccgp.gov.cn）列入失信被執行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
